Boao Forum shelling trade protection: threatening global economic recovery

As the global economy begins to recover from the recent crisis, discussions around sustainable and green recovery have become central to international trade conversations. However, amid these efforts, a growing concern has emerged—trade protectionism. This issue is increasingly seen as a threat to global economic stability and growth. China’s Vice Minister of Commerce, Yi Xiaozun, emphasized that any form of trade protectionism undermines the prospects for a stable and sustainable recovery. He warned that if left unchecked, such practices could derail global economic progress. At the Boao Forum for Asia, he highlighted that although the world economy is showing signs of recovery, global demand remains weak, and some countries are increasing their trade barriers, fueling a rise in protectionist measures. According to the World Trade Organization (WTO), the number of anti-dumping investigations surged in 2009, with estimates reaching 230–250, a 11%–20% increase compared to the previous year. Countervailing investigations also rose sharply, with 41 cases launched—a 193% year-on-year increase. These trends signal a worrying shift toward more restrictive trade policies. China has been one of the most affected countries by these measures. Data from the UK's Global Trade Alert Office shows that since the November 2008 G20 summit, 61 trading partners have implemented 160 trade protectionist measures against China, with another 111 still under consideration. These figures place China at the top globally in terms of both the number of measures imposed and those in the pipeline. Yi Xiaozhun stressed that in an era of deepening economic globalization, no country can isolate itself and expect true recovery. He argued that trade protectionism, regardless of its guise—whether labeled as "green" or otherwise—is ultimately harmful. “We must work together to resist all forms of trade protectionism,” he said, “or else future economic growth will remain uncertain.” Feng Guojing, chairman of the International Chamber of Commerce, echoed this sentiment, pointing out that the global economy, particularly the real sector, is recovering slowly. With high unemployment and limited job creation, adopting protectionist policies would only worsen the situation. He urged global leaders to avoid using trade barriers and to prevent trade tensions from escalating. The WTO recently released a report highlighting the need for continued vigilance against trade protectionism. With the global economy still facing uncertainties and high unemployment rates, the G20 members must remain cautious and committed to open trade. In addition, promoting the Doha Round negotiations has been identified as a key strategy to counter rising protectionism. Singapore’s State Affairs Minister, Goh Chok Tong, called on developed nations to support developing countries in modernizing their technologies rather than resorting to protectionist tactics. Yi Xiaozhun emphasized that free trade plays a crucial role in global economic recovery. If the Doha Round is successfully concluded, it would not only boost economic growth but also create millions of jobs and reduce the influence of trade protectionism. Despite slow progress, participants agree that advancing the Doha negotiations is essential in preventing the spread of protectionist measures. Feng Guojing added that completing the Doha Round would send a strong message to the world that multilateral trade, not protectionism, is the way forward. Danish Prime Minister Lars Løkke Rasmussen also supported this view, stating that creating a robust international regulatory framework through initiatives like the G20 and the Doha Round is an effective way to curb the rise of trade protectionism.
